2011 AGRI-PINOY CORN PROGRAM ANNUAL REPORT
Corn production for CY 2011 grew by 9.61% or equivalent to 613,000 metric tons (MT) from 6.377 million MT in 2010 to 6.99 million MT in 2011 primarily driven by yellow corn production growing at 14.38%. The increment mainly came from the additional production of about 71.6% during the 2nd quarter of 2011 (April-June). The top regions that contributed to this production level and growth were Cagayan Valley (23%), Northern Mindanao (17%), SOCCSKSARGEN (17%) and ARMM (12%).
Area harvested to corn for CY 2011 increased by 1.92% or 48,000 hectares (ha) from 2.499 million ha in 2010 to 2.547 million ha in 2011. Yellow corn area grew at a rate of 8.88% while white corn decreased by 4.11%. The 2nd quarter also contributed much with 36.6% expansion in area. Among the regions, SOCCSKSARGEN has the highest share with 17% of the total area followed by Cagayan Valley (17%), Northern Mindanao (14%) and ARMM (11%).
Corn yield for CY 2011 is 2.74 MT/ha with a 7.55% increase compared to 2010. Average yield for white is 1.7 MT/ha and for yellow is 3.81 MT/ha. Farm mechanization and provision of postharvest facilities contributed to increasing yields. The regions with the highest yield level were Ilocos (5.03 MT/ha), Central Luzon (4.86 MT/ha), Northern Mindanao (3.32 MT/ha) and MIMAROPA (3.14 MT/ha).
CY 2011 ACCOMPLISHMENTS
Production Support Services
- OPV Seed Production & Exchange Subsidy - Provided 9,143 bags of quality registered and certified OPV corn seeds under counterpart arrangements with Local Government Units (LGUs) to farmers whose main staple is white corn grits
- Support to Cassava Production - Provided 87,283 bundles of high-yielding cassava seed pieces in support to contract growing arrangement between farmers and processors/end-users
- Organic-Based Agriculture

- Soil Amelioration & Rehabilitation - Covered 1,081 hectares on techno demos and distribution of lime/dolomite to farmer cooperatives to correct soil acidity in the farm clusters
- Soil Fertility Mapping & Sampling - Analyzed 9,389 samples undertaken by the DA-Regional Field Units (RFUs) and the Bureau of Soils & Water Management (BSWM)
- Tipid Abono - Distributed Bio-N (nitrogen-fixing bacteria for corn that saves one bag of urea per hectare at a cost of PhP360 per hectare) to 7,672 sites
- Biological Control
- Trichogramma Production - Provided 2,169,917 t-cards to farmers (100 t-cards per hectare at a maximum cost of PhP2.50 per t-card)
- Earwig Production - Provided 2,754,034 earwigs to farmers for the control of corn borer
- Pest & Disease Surveillance & Control - Monitored 74,749 hectares during the conduct of pest and disease surveillance and control operations by RFUs, LGUs and farmer-based teams
- Pilot Farm Mechanization & Tractor Pool - Distributed a total of 117 units of farm tractors (57 units for CY 2011 and 60 units for CY 2010 continuing fund) through counterpart-funding arrangement to LGUs, cooperatives or farmer associations and cultivated 29,500 hectares of corn farm areas using these tractors
- Rehabilitation Assistance - Distributed 500 bags of quality hybrid and OPV seeds to assist farmers who are victims of natural calamities such as drought, typhoons and floods to recover their losses
- National & Regional Field Monitoring - Conducted periodic monitoring activities at the field level for 71 provinces
- Postharvest Facilities
- Established and completed ready for operation 12 village-type postharvest facilities (PHFs) and distributed 46 cassava granulator cum shredders, 78 hermetic cocoon, 25 corn mills and 11 hammer mills using CY 2010 continuing fund
- Reduced post harvest losses from 15% to 12.7% in areas where PHFs were provided under counterpart arrangements with local government units and farmer organizations
- One set of village-type dryer can save up to 43.5 tons of grains annually, one unit of National Agribusiness Corporation (NABCOR) Corn Postharvest Processing & Trading Center (CPHPTC) can save up to 429 tons of grains annually and 100 units of hermetic cocoons can save up to 300 tons of grains annually equivalent to PhP3million
- Established and completed ready for operation 12 village-type postharvest facilities (PHFs) and distributed 46 cassava granulator cum shredders, 78 hermetic cocoon, 25 corn mills and 11 hammer mills using CY 2010 continuing fund
- Aflatoxin Prevention - Implemented 385 aflatoxin prevention among corn farmers in partnership with Bureau of Agriculture & Fisheries Product Standards (BAFPS) for premium quality corn grains and grits with less than 50 ppb/20 ppb aflatoxin levels, respectively
- Technical Postharvest Monitoring - Conducted 14 technical assistance and the Philippine Center for Postharvest Development & Mechanization (PhilMech) provided the evaluation and monitoring of post harvest facilities
Marketing Development Services
- Market Matching - Facilitated 86 marketing tie-ups and contract growing arrangements in the farm clusters and the conduct of trade and farm machinery fairs and exhibitions
- Corn Marketing & Price Information Network - Provided 748 timely price and market information to farm clusters
- Farmer Education - Conducted 927 trainings on pest management, nutrient management, farm mechanization and other cultural practices in corn production and postharvest to empower 34,685 farmers and agricultural technicians to become more efficient and productive

- Support to LGU extension workers - Provided performance-based support to 2,689 LGU-based extension workers
- Institutional Corn Research & Development - Bureau of Agricultural Research (BAR) funded 11 institutional researches on integrated soil management, cost-reducing production, post harvest and processing technologies by DA-RFUs and State Colleges & Universities (SCUs)
- Farmers' Participatory Technology Development - Bureau of Plant Industry (BPI) administered grants for 18 farmer-managed field researches to develop location-specific technologies and to address specific field problems
- Research & Development for Cassava - DA-RFUs conducted two (2) researches to identify the most adapted varieties and established the optimum fertilizer rate and plant density to maximize cassava yield in coordination with BAR and SCUs
- BAR also implemented/adopted the newly crafted Research and Development, Extension Agenda and Program (2011-2016) and continued the monitoring and evaluation of on-going national corn funded projects
- Corn Standards Development & Promotion - Developed and implemented five (5) classification and grading standards for the marketing of white and yellow corn grains
- BAFPS crafted the Roadmap to Quality and Aflatoxin-Free Corn: The Philippine Approach and identified approaches towards reduction and control of aflatoxin contamination in corn for food and feeds and capability building measures for integrated control of aflatoxin
- Development & Implementation of Information Technology System (ITS) - Operationalized and maintained 14 ITS in support to the information and data requirements for program management and implementation
- Management Information System (MIS) - The Bureau of Agricultural Statistics (BAS) and the DA-Information Technology Center for Agriculture & Fisheries (ITCAF) developed and operationalized 46 MIS programs
- DA-RFUs distributed 36,977 white corn, yellow corn and cassava printed materials such as flyers, brochures, posters, tarpaulins, calendars, etc.
- DA-Agriculture & Fisheries Information Service (AFIS) produced White Corn TV Infomercials and radio plugs with Representatives Emmanuel Pacquiao, Lone District of Sarangani and Lucy Torres-Gomez, Fourth District of Leyte iterating the importance of eating white corn. These were also supplemented with other info advocacy materials such as billboards installed at the DA gates, posters, brochures, info kits, and fans.
- Policy Formulation & Statistics - Supported 33 policy studies, specifically on the development of econometric and representative farm models to evaluate impacts of GATT-WTO and AFTA-related policies on domestic corn production and utilization, and farm incomes as well as support to the development of corn statistics through nationwide surveys by BAS
- Program Benefit & Impact Evaluation - BAS undertook 16 annual program benefit and impact evaluation studies
- Strengthened coordination with the industry players that includes Philippine Maize Federation, Inc. (Phil Maize), National Corn Competitiveness Board (Corn Board), Philippine Association of Feed Millers, Inc. (PAFMI) and Livestock & Poultry Sector to stabilize corn prices
- Initiated farmer groups' access to credit and guarantee funds for financial institutions and continuous promotion on the use of cost-reducing technologies
