Groundbreaking of the 1st PRDP Infra sub-project in CV

Sagbayan, Bohol takes centerstage as the first municipality in Central Visayas (CV) to implement a farm-to-market road (FMR) funded under the Philippine Rural Development Project (PRDP) of the Department of Agriculture (DA) and World Bank (WB).

Gov. Edgar Chatto of Bohol and Dir. Roy Abaya of PRDP-Project Support Office (PRDP-PSO) Visayas Cluster led the groundbreaking ceremony and laying of capsule for the rehabilitation of the 5.9-kilometers FMR amounting to P 48.2-million.

With around 3,000 farmers to benefit of the project, the road network connects the barangays of San Agustin, Canmaya Centro, Kagawasan and Canmaya Diot.

Dir. Abaya, in his message, said the road rehabilitation is the first PRDP funded project in CV. He said that the initiative of the LGU-Sagbayan and the province paved for the approval of their proposal which was included in the first batch of sub-projects under the I-BUILD Component of PRDP. Farmers will benefit of this project as it will lessen travel time and transport cost in bringing their produce to the market and it will provide better income and opportunities.

Gov. Chatto said that Sagbayan is one of the municipalities badly hit by the 2013 earthquake, which had affected the livelihood of the populace. However, because of good leadership, the town was able to recover very fast. The road project, he said will not only benefit the farmers in the four barangays of this municipality but also other farmers from the adjacent municipalities.

“No double thoughts when I endorsed this proposal to the Department of Agriculture-7 (DA7) as it will provide opportunities and benefits to the Bol-anons. It will not only serve the four barangays of this town, but also an alternate route for other farmers and commuters in going to Danao and Clarin. This project will usher to the development of the areas”, said Chatto.

Chatto said with the road project to be completed within 250 days, farmers could now easily transport their farm produce to the market.

The project will support a total influence area of 1,256 hectares planted to rice, corn, coconuts, bananas, vegetable and rootcrops. Of the total influence area, Brgy. San Agustin has 261.63 hectares; Brgy. Canmaya Centro has 498.58 hectares; Brgy. Kagawasan has 132.37 hectares and Brgy. Canmaya Diot has 364.28 hectares.

Sagbayan Mayor Ricardo Suarez, expressed his gratitude for the road project. He said, his municipality really needed the project as most of the houses and roads were affected by the earthquake which made the livelihood of the farmers very difficult especially in transporting farm products to the markets. He said when he knew of PRDP from other local government units (LGUs), he approached the governor that he is interested and be included in the list of recipients for the project.

RTD Marina Hermoso of DA-7 said that aside from Sagbayan, other municipalities in Bohol included in the first batch issued with “No Objection Letter 1” are Calape, Loon and Loboc. She encouraged the LGUs to submit more project proposals for possible funding under PRDP.

She further said that DA will always be around to support the development of the province. Bohol, she said is the number 1 province in the region in terms of agriculture and gets the biggest share of the region’s budget.

Magandang buhay for the farmers is the ultimate goat of PRDP, Abaya said.

Also present during the groundbreaking ceremony are Visayas Cluster Deputy Program Director Engr. Cirilo Namoc, Sagbayan Vice Mayor Charito Lao and the personnel from the Provincial Project Management and Implementing Unit (PPMIU). (InfoACE-RPCO 7/C. Dela Victoria)
