Community hybrid rice farming implementing guidelines to be rolled out to 4 provinces in CV

The implementing guidelines of the Community Hybrid Rice Farming (CHRF) will be rolled out to the four provinces in Central Visayas. According to Cecille Opada, CHRF focal, leading the roll out is the province of Bohol with the biggest clustered rice areas in 37 rice producing municipalities. Opada said that a series of orientations started in April and will continue in May for the municipal agricultural officers and technicians.

The guidelines which adopts the big-small brother intends to capacitate the big brothers to buy and process the palay from farmers, Opada said.

 

Stipulated in the guidelines is the provision of seeds, fertilizers, irrigation, postharvest facilities and equipment to farmers by the Department of Agriculture 7. Rice clusters are likewise supported by the Rice Competitiveness Enhancement Plan Enhancement Fund through PhilMech.

Farmers who need a start-up capital can access the credit loan of the Agricultural Credit Policy Council (ACPC) and will be mentored with a business development training program.

It is noted that Central Visayas has 23 clusters in 95 rice producing cities and municipalities covering 80,393 hectares of which Bohol has 15 clusters in 45 municipalities. The province of Cebu has two clusters involving 22 cities and municipalities covering 2,022 hectares; Negros Oriental has five clusters in 22 cities and municipalities covering 19,571 hectares and Siquijor as a lone cluster with an area of 498.5 hectares.

Currently, CHRF in Central Visayas has 4,687 hectares to be implemented in the wet season of 2022 in the months of July and August.
Pending on the availability of funds, the expansion of rice areas is targeted to reach 6,000 hectares in 2023.

CHRF beneficiaries who will plant in the wet season of 2022 until the dry season in 2024 and 2025 will receive hybrid seeds and fertilizers.
Farmers who want to qualify as benefiaries of CHRF are urged to use hybrid rice seeds.
