The “Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay Project; Kadiwa’y Yaman (KAY) Plants for Bountiful Barangays Movement (PBBM)” was launched last March 1, 2023 at Brgy. Casil, Mandaue City, Cebu with the Department of Interior and Local Government (DILG) and Department of Agriculture (DA) as lead agencies. The HAPAG KAY PBBM, which was simultaneously launched nationwide, merged two projects- DILG’s HAPAG and DA’s Green Revolution 2.0: Plants for Bountiful Barangays Movement (Luntiang Ani ng Mamamayan).

HAPAG aims to capacitate the barangays and households towards sustainable agriculture initiatives like community gardening. This will encourage the household to produce vegetables and fruits right at their own backyards.

In an interview with Casili Farmer Association (CAFA) President Elisea “Alice” Cabatingan, their association was elated to be the launching site for the HAPAG KAY PBBM. The project will be of great help and keep the association’s eagerness intact.

“Kani nga programa makapalig-on og samot sa among paghakup sa proyekto sa gobyerno nga ang pagpananom, dako gyud og ikatabang. Dili lang sa among kaugalingon, kun dili sa tibuok namong barangay ug sa nationwide pud. Makatabang mi sa pag-kontrol sa kagutom tungod kay kami mismo mu-produce ug mga utanon ug lamas nga gigamit nato adlaw-adlaw”, she said

(This will strengthen us as we embrace the project of the government like gardening. This is a big help, not only for ourselves, but also to our barangay and the country. Aside, this will address hunger because we will be producing our own vegetables for our daily consumption).

Part of the program was the planting of vegetable seedlings which were participated by officials and representatives from DA, DILG, Mandaue City Agriculture Office, barangays, and the Casili farmers.
