Aquino OKs Nangel’s nomination as NIA head

Pres. Aquino has approved the nomination of Antonio Nangel as administrator of NIA, Malacañang announced on Wednesday.  Nangel and fellow newly appointed NIA Board Member Ismael Tabije, representing the rice and corn sector, will both serve a term of office that will end on June 30, 2013.  Nangel has been the acting administrator of NBIA since September 2010, and was NIA department manager from 1971 to 2005.

The DAR and DA are set to provide farmers affected by Typhoon Pablo with much0needed aid, such as farm inputs and breaks from paying their loans.  The agriculture department pegged the damage to agriculture at P15B, with banana subsector as the hardest-hit.  The DA will provide farm inputs and provide other assistance to the farmers to rehabilitate their farms.

A beaming Pres. Aquino signed the P2.006-T national budget for the coming year that includes allocation for the RH bill that he hoped to sign into law before the year ends. Education, health, agriculture and a cash-transfer scheme for the poor are the key priorities of the appropriations, which are 10.5% higher than the 2012 national budget, the President said during the signing ceremony.  The DA has an allocation of P64.4B.

Price spike from damage caused by typhoon unlikely – Metrobank

The damage caused by Typhoon Pablo on the agriculture sector, especially on high-value crops like banana, is unlikely to cause a steep increase in food prices, the Metrobank said.  The DA said the hardest-hit crop as banana, followed by coconut.  Despite the expected slowdown in the agriculture sector, it would still post moderate growth in 2013 since other regions would be able to meet the country’s demand if weather conditions remain favorable.

SCBI ups production of ethanol facility

San Carlos Bioenergy Inc. (SCBI), which built the first integrated ethanol plant inSoutheast Asia, is set to complete the expansion of its facility this week, enabling it to raise annual production of ethanol to more than 40M liters from a previous capacity of 30M liters.  In the ethanol circular, the DOW announced that all the ethanol produced in the country would be purchased prior to the importation of much cheaper ethanol.  It likewise appointed the National Biofuels Board to ‘publish a monthly price index for bioethanol every first day of the month based on data from the SRA of DA to determine the reasonableness of the price of locally produced bioethanol.

DA sees higher palay output in Central Luzon in Q4

The DA is expectingCentral Luzonto have a good palay harvest in the fourth quarter of 2012, despite the damage that Typhoon Gener and heavy southwest-monsoon rains inflicted on the region’s crops in August.  According to DA-3 RED Andrew Villacorta, the BAS predicted that palay yield would reach between 3.1M and 3.3MMT.

The total damage inflicted onMindanaoby Typhoon Pablo has reached P32B, or about 0.3% of gross domestic product, the DENA revealed on Tuesday.  Earlier, the DA said the banana and coconut industries incurred the biggest damage in the agriculture sector.

Landbank offers loans to banana farmers

Responding to appeals for financial assistance, the Landbank of thePhilippines has offered a rehabilitation program for Cavendish banana growers who were affected by Typhoon Pablo. The DA earlier reported that banana farms were the hardest-hit by the typhoon, with losses estimated at P7.44B.  Pablo also damaged 154,446MT of crops and left 25,907 hectares unrecoverable.

The DA’s technology demonstration programs are brining a significant impact in raising farmers’ technical know-how as shown by a top SL-8H hybrid rice farmer who netted P1.31M in 2011.  DA has carried out numerous technology demonstrations on hybrid rice in 2002 to 2004 which led to rice farmers’ awareness of hybrid rice technology during the Arroyo administration.
