P400M set aside for rice farmers in Isabela, N. Ecija, Iloilo and Cotabato
The DA and the LBP on Thursday announced that they will soon make available P400M worth of loans for rice farmers in four provinces.  According to National Rice Program Coordinator Dante Delima, the DA and the LBP will each release P200M, adding that this is just a pilot program.  The DA intends to implement the loan during the dry season of 2012, particularly in the four major rice-producing provinces of Isabela, N. Ecija, Iloilo and North Cotabato.

Illegal farm produce seized
The BAI with the Bureau of Customs has seized 75MT of frozen pork and chicken illegally brought in the country.  Three containers of frozen pork and chicken from China were confiscated by the bureau on Wednesday as the goods were misdeclared as strawberries.

Phl, fruit, veggies ion S’pore mart test
The Philippines will send a ‘trial shipment’ of fruit and vegetables to Singapore next week in hopes of cracking the lucrative market and possibly expanding elsewhere, said DA Asec. Salvador Salacup.  The move comes as the government tries to expand the nation’s agricultural exports, which currently sit at about 4B, compared to Vietnam’s 11B and Thailand’s 28B.

Philippines pushes tobacco for fish farming
The Philippines has launched a new campaign promoting tobacco - not for smoking but for fish farming.  Over six months, about 400 fish-farmers in the northern province of La Union will be using ‘tobacco dust’ to kill molluscs and other predators that prey on fish, said Rex Teoxon of the NTA.

DAR abolition pains DA employees
The pending abolition of the DAR by 2014 will be a big problem for the DA, which is slated to take over DAR’s functions.  NFAEA Pres. Larry Tan,claimed that the Da will be hard put in assuming the functions of DAR and noted that its employees p[erform a very technical function.

C. Luzon farmers want to avail of NFAs rice allocation
Malolos – Farmers in Region 3 want to avail of the rice allocation from the sales through marketing determining price (SMDP) program of the NFA.  They appealed to NFA administrator Banayo to release to each of their cooperative member a rice allocation of 2,000 sacks of SMDP rice or a total of 102,000 sacks for the 51 member cooperatives of the federation.

Commentary:  Funding coconut farmers
There are approximately 340,000 coconut farmers, more than 300,000 rice farmers today.  They constitute the poorest farming sector in the country.  And despite the AF 2025 recommendation for a much larger budget for the PCA, it got less than 5% of the 2012 budget for rice.  The PCA will not rely on its own budget for financing coconut farmers, but instead access the much larger pool of resources of the LandBank.  LandBank can be then a crucial champion for small coconut farmers and finally increase their income.
